Description:

Staff of the City of Boston Planning Department will be hosting a virtual public meeting about the draft zoning and updates to the permitting process for Small Clean Energy Infrastructure. This kind of infrastructure can include things like solar panels, wind energy turbines, battery energy storage, and short energy transmission lines. 

In order to comply with the 2024 Climate Act, the new State regulation 225 CMR 29.00, and reach our regional climate resilience goals, the City of Boston is drafting zoning and updating the permitting process for Small Clean Energy Infrastructure. The State is requiring cities and towns to provide an opt-in “Consolidated Permit Process” for the infrastructure by October 1, 2026, aligning with the energy resilience goals of Boston’s 2030 Climate Action Plan and our goals of reducing carbon emissions by 2050.

The draft zoning will be released prior to the virtual public meeting on Wednesday, July 29. In order to comply with the state deadline of October 1, 2026, this zoning will be considered for approval by the BPDA Board on August 13, 2026 and the Zoning Commission on September 9, 2026. Comments and questions are welcome, and staff will continue to accept comments on the draft zoning on an ongoing basis.
